I have an answer that should get you close to what you're looking for. Using WDS 2.6.x there really isn't any out-of-the-box solution to index file names only. However, WDS 3.0 beta 2 (and it's non-beta counterpart that is on its way) allow you to choose whether you want to index file content or just the file names and properties. While name and properties is more than you really want, it results in a much smaller index than would name and content and it works out of the box.
To do this in WDS 3.0 you need to open up the Windows Desktop Search Options dialogue and select advanced. Once there, click on the file types tag and you can choose how much you want to index of each file type. Be aware when doing this, that we already only index properties for media files (jpeg, mpeg, etc.). You'll probably only want to make adjustments on file types like .txt, .doc, .xls, etc.
