culture of IValueConverter.Convert method

With XP-SP2 of a Japanese environment. NetFramework 3.0 RC1 is used.
.NetFramework 3.0 installed LanguagePack with Jpn.

Culture that comes to the Convert method becomes en-US though IValueConverter is succeeded to and the converter was made.
Why that culture doesn't become ja-JP this.
How is culture decided ?
