Is the .NET Framework 2.0 already installed on the target machine? And are you certain the PIAs were installed with Office 2003?
If you're not certain about the PIAs, go to Add/Remove programs in the Windows Control Panel. Select the Office 2003 Professional entry and choose the "Change" option. Choose to "Add or Remove features" (Next). Activate the option for advanced customization (Next). Expand the list for each of the Office applications and make sure ".Net programmability support" is set to "Run from my computer". If you changed any settings, click Update when you've worked your way through the list.
If you did install .Net programmability support, try installing VSTO again.
