Accessing work itens via web (license question)

If I create a web app to access SqlServer 2005 Witen, should I be charged for each user (means having a CAL) that has access to through my web app? If so, why ?

The answer is yes, if you build a web app against TFS (regardless of whether it is the OM or the database), every user who uses the web app is required to own a CAL.
