When create or edit an item, seems to me there's no difference between entering verbage on the description tab or the History tab. Seems to me there's really no need for the description tab since you can do the same on the History tab, while seeing all the history. Am I missing something? We have some users complaining that they have to click on the History tab to see the history, so that's why I'm thinking to remove the Description tab all together.

History is like an email thread, it can keep growing and old entries go to end. Suppose that you have high level description of the work item history. When work item has many revisions and changes, to find out its description you need to scroll to the end. Is that okay for you? If so, you can remove the description field. Also if someone wants to change the description, they cannot change the initial entry so they need to copy it and made changes in new history entry. Now if you want to find the latest description you need to search for the least one in history log. I personally like having the description in separate place for quick lookup and to always see the latest one.

I have done this for a few work item types because I believe this History tab is more useful.
