This is likely a bug in the bissubscribe.exe tool itself instead of the subscription APIs it uses. So could you get yourself unblocked by trying to directly use the APIs to subscribe? You can also use GUI tool at http://blogs.msdn.com/narend/archive/2006/07/26/679440.aspx that calls APIs in turn. If you can find out how we could repro this problem in our environment here, that would help us fix the bug.
