This kind of UI customization is not possible, sorry.

One thing you can do is deny the "Lock" permission. Delete, on the other hand, is governed by PendingChange and cannot be controlled separately.

It would have been nice if we have some kind of permission/triggering mechanism for finer control on some of pending changes like deleting , moving, renaming files.
