VSS Data migration failing

I am trying to copy my VSS folders (data, temp, users) to a new location for running the conversion.

Almost at the end of the file copy, this operation fails with a message 'File xxx.a cannot be found'.

Does anyone know what this might be due to and how I can take care of/work around this?

Moved to the Version Control forum - they handle the converter scenarios.

Turns this was due to some devs logging into VSS during the copy.

One way I read to take care of this would be to delete the file share mapping while backing up the files.
