The original post is about a SharePoint problem and the second about an issue with SQL Server Reporting Services, but both look like permissions issues. It takes admin rights in SharePoint and SQL Server Reporting Services to create sites and content folders. In SharePoint, an admin needs to be a site administrator. In SQL Server Reporting Services, an admin needs Content Manager rights in order to create a project.
