TFS Security for Multiple Projects

What would the best approach be for the following scenario;

Several different project teams collaborate on several different projects. In other words, it is a matrix organization. A person playing a developer role on one project may play a project manager on another application. How might Groups be set up with TFS to allow this matrix approach?

The approach I would take is to create separate groups in each project to represent different roles (with different access privileges). This would be one time setup and then users could be added/removed to different groups as necessary.
