While this is not a forum for Windows Server 2003 questions, I think I can help you.
As far as I can tell, Windows Server 2003 doesn't have the same "System Restore" functionality that XP has.
Instead, in the properties/tools tab for any given attached drive, you can bring up a backup/restore wizard, which will let you set up scheduled backups (including using backup media instead of the same drive or another drive, if desired).
I went to tools/Backup Now... and then selected advanced mode, but the wizard mode seems to more or less parallel the XP System Restore toolset (albeit with more bells and whistles).
