I myself had a similar error today. Make sure the SharePoint Central Administration web site is using the right application pool on IIS. The right application pool should be TFSWSSAdmin (or some similar name). After you alter the application pool, you can check if it's working by browsing to the central administration webpage and try to view / change security settings. If it gives you an error about accessing the configuration db, it's the wrong app pool.
