I'm not quite sure what you're looking for here. Both of these are viable techniques to get a project moving.
Bootstaping is a good idea - get a scenario working end to end that can help ensure the viability of the architecture. It can also help to illustrate the project's direction/thinking for business decision makers and/or partners. One warning on this approach - that first thread (or the one after it) needs to hit some/all of architectural challenges of the project else you risk finding those challenges that perhaps demand architectural adjustments after you've invested in your design.
Incubation is also a good techique as it provides resources to long-lead projects.
