Collaborating with non-VS Users

I'm relatively new to TS and am trying to understand how to collaborate with people who do not have Team System. If I have an issue (or question) that needs to be answered by -- lets say -- a sophisticated end user, I would think that this collaboration would be done on the project portal? Ideally, I could enter the issue in VS Team system, and have it published on the portal in such a way that an authorized end-user of the system being built would be able to address the issue?

From what I can tell, if I create a work item task and mark the Issue field with "Yes", it does not result in an item on an issue list on the sharepoint site that can be edited by others.

You've to use a tool like Team Plain Web Access, or a custom made web part.
